But the details of what is sure to be a complex and contentious process have yet to be settled.

Japan has reacted to Trump's plan to cancel military exercises with South Korea with concern, saying the drills were vital for east Asian security. He said he planned to continue sharing the view with Washington and Seoul.
The U.S. has stationed combat troops in South Korea since the end of the Korean War and has used them in a variety of drills.
