PHE said "most of this decrease in testing took place in sexual and reproductive health services where chlamydia testing has fallen by 61% since 2015, likely reflecting a reduction in service provision".
It follows the first case of gonorrhoea highly resistant to the two types of antibiotics used to treat it being recorded in the United Kingdom in March.
According to Dr Gwenda Hughes, consultant scientist and head of the STI section at PHE, the long term health consequences of STIs are many. The impact of STIs can be considerable, with some causing infertility, pelvic inflammatory disease and harm to unborn babies.
She said that there should be consistent and correct use of condoms with new and casual sexual partners as well as regular check-ups and testing to determine and treat these infections early.
Chlamydia is still the most prevalent of the STIs, with more than 200,000 cases last year, accounting for 48 percent of all new diagnoses in the last year.
There has been a fall in genital warts reported, which the report says reflects the widespread uptake of the HPV vaccine which is given to girls aged 12-13.
'Worryingly however, we are seeing an increase in the number of clinics that are being closed and patients are finding it increasingly hard to access care.
"The increases in new diagnosis coupled with a dip in attendance at sexual health clinics is of particular concern".
Woodburn and northern Marion County have lower rates of gonorrhea and syphilis infection, but higher rates of chlamydia.
There's more bad news for people who have unprotected sex.
Gavin discovered he had the STI around one year after he became infected, by which point it had reached its secondary stage.
If left untreated, the infection could have left Gavin blind, impaired his mental ability or even killed him.
According to the PHE report, the sharp increases in bacterial STIs among gay men may be due in part to "an increase in the number of condomless, anal intercourse partners as a result of behaviours such as HIV seroadaptive behaviours, group sex facilitated by geosocial networking applications, and 'chemsex'".
Gavin is now free from syphilis after receiving a course of antibiotic injections.
