He also said he was still waiting for Trump to respond to a petition to help Puerto Rico complete work on emergency housing restoration programs and debris removal.
The Republican president suggested the hurricane death toll was artificially inflated by adding those who passed away from natural causes such as old age.
The findings were embraced by the government of Puerto Rico as the study was released.
The emergency supplies were brought in by FEMA in the aftermath of Hurricane Maria, which smashed the island and left its residents without power, without roofs and without running water.
Ramos told ABC he's not sure how long the bottles have been sitting there, but a report from the Puerto Rico Federal Affairs Administration says FEMA made a delivery of "excess bottled water" in April. "I think in a certain way, the best job we did was Puerto Rico, but nobody would understand that".
The fact that Puerto Rico is an island complicates the response, and its poor fiscal health, as noted by Mr. Trump, were also factors that bear mention.
