Speaking to Universo Valdano, Guardiola said: "He's very good".
Regarded as one of City's all-time greats, Silva won the club's Player's Player of the Year award in 2011-12 and the overall award in 2016-17.
"I thought, "who wants me?" I used to move around a lot and wanted to be all over the place.
'After that, I don't know.
"It was so hard with him being in hospital for so long". I didn't sleep much, I wasn't eating well.
"When I don't like one player, at the end of the season I go to the club and say I don't want to work with that guy if it's possible and I want to change them".
Seven players have already found the back of the net for City in the league this term, but Sergio Aguero remains their biggest threat.
"We can not compare, he's one of the most successful managers, he showed similar style and it's possible to play the way his team [do] in this competition".
He added: "I hope you have enjoyed these last 10 years and I promise the next 10 will be no less exciting".
"I will finish where I started; my final steps will be with youth teams. I do not feel judged by a defeat or victory".
While all is good now, Silva admitted it has tough travelling back and forth from England to the hospital in Valencia where Mateo battled for his life.
"The last 10 years has seen us become economically scaled and sustainable, as we had planned, and that economic success is crucially important because it underpins everything else we do on the pitch and in our communities".
