"Turkey has a plan, Madam President, in Idlib and it does involve reaching an agreement with the Syrian opposition whereby the regime refrains from attacking them while they combat terrorism", she said referring to Nikki Haley, the U.S.'s United Nations envoy and council president. "The world will hold them responsible", she added.
Turkey has renewed calls for worldwide backing for a ceasefire in Idlib, telling the United Nations security council that an all-out assault on Syria's rebel-held province would trigger a huge wave of refugees and could threaten Europe.
A second rebel commander said: "They are getting new shipments of munitions - they don't need more than munitions".
"There needs to be ways of dealing with this problem that don't turn the next few months in Idlib into the worst humanitarian catastrophe with the biggest loss of life in the 21st century", Mark Lowcock told reporters in Geneva.

Tahrir al-Sham is the number one terrorist group of the Idlib operation on Turkey's border, according to Russian Federation and Syria.

Swanson said that since Friday's summit, mortar and rocket attacks had increased, especially in the northern Hama countryside and southern Idlib rural areas.
"If Assad, Russia, and Iran continue down the path they are on, the consequences will be dire".
OCHA spokesman David Swanson told Reuters that as of Sunday, 30,542 people had been displaced from northwest Syria, moving to different areas across Idlib.
Speaking at the UN Security Council meeting on the crisis in Syria, Mrs Haley said the "world has seen a clear military escalation" from Assad and his allies, whose militaries have conducted over 100 airstrikes in the Syrian province of Idlib.
Idlib is home to some three million people - about half of them displaced by fighting in other parts of the country during the war, now in its eighth year, according to the UN.
