Officials said residents should not attempt to return to the counties along the state's coast around Wilmington yet due to ongoing risk of flooding.
The VA had readied mobile units to go to the region once the storm passed to provide services to stranded veterans, but it was unclear when they would actually start working in North Carolina.
The dead included a one-year-old boy who was swept away after his mother drove into floodwaters and lost grip on him as they tried to escape their auto. One person was killed in Virginia by an apparent tornado whipped up by Florence, and six were killed in SC.
More than 1,100 roads were still closed across North Carolina, Governor Roy Cooper said on Tuesday, including several portions of Interstates 40 and 95.
It will make federal money available to people in the counties of Beaufort, Brunswick, Carteret, Craven, New Hanover, Onslow, Pamlico and Pender. Officials at the center said that its outlying clinics were tentatively scheduled to re-open on Wednesday, but added that actual re-openings were "to be determined based on factors like weather, road and facility condition as well as water and utility availability". In the port city of Wilmington, residents awoke to the sound of power transformers blowing up, plunging homes into darkness as Hurricane Florence's howling winds whipped through the streets sending metal signs, water and debris flying.
"At this time, things are moving as well as can be in the city", Saffo said.

Compounding problems, downed power lines and broken trees crisscrossed many roads in Wilmington three days after Florence made landfall.
The second tornado brought down numerous trees and caused some structural damage.
"It is ridiculous that we don't have enough fuel supplies back in this area", Stephanie Schauer, 39, a contractor, said as she waited her turn at the gas pump.
But the huge rainfall from Hurricane Florence and its aftermath left clinics closed and hospitals isolated in flood-ravaged North Carolina. Harvey's total of 60.58 inches (153.87 centimeters) past year in Texas is No. 1.
