In the interim, it would behoove those concerned about the loss of their nation's national sovereignty to contact Congress and the president and ask for the formal USA withdrawal and termination of NAFTA, as well as opposition to any new trilateral or bilateral agreements made under the auspices of the World Trade Agreement and GATT.
Larry Kudlow, the director of President Donald Trump's National Economic Council, laid that out in the plainest terms possible during a televised interview Friday morning, hours before talks ended between Foreign Affairs Minister Chrystia Freeland her USA counterpart, trade czar Robert Lighthizer.
President Trump on Wednesday said "intense" negotiation's over a new North American Free Trade Agreement should result in a "fair deal" for the United States.
US and Canadian negotiators started a second day of talks aimed at rescuing the North American Free Trade Agreement on Thursday as the deadline for a deal this week, set out by President Donald Trump, inched ever closer.
These consequences were spelled out by the president in a tweet on Saturday morning: "There is no necessity to keep Canada in the new NAFTA deal. If I tax cars coming in from Canada, it would be devastating", he continued, according to a pool reporter travelling with him. "That's how big it is", he said.
Trump went on to call NAFTA "the worst trade deal ever". This gives Mexico the hope of negotiating it away with a future president.
Trump has already imposed hefty tariffs on Canadian and Mexican steel and aluminum, using a section of us trade law that gives him executive authority to do that in the name of national security.
"Canada's position on the 232 tariffs is unchanged". The Trump administration gave notice August 31 of intent to sign a deal that could include Canada.
Trump made clear, as he has before, that he sees the auto tariff threat as an effective tool in trade talks. "We've created leverage and driven Canada to the table", the source said.
US officials have said they want to reach a deal by the end of September to allow for a signing ceremony by the end of November - before Mexican President Enrique Peña Nieto hands over the reigns to his presidential successor Andrés Manuel López Obrador. The Trump administration is trying to get a piece of Canada's protected dairy market, which keeps out foreign competition with 300-per-cent tariffs. Dairy has repeatedly been cited as a key issue by the USA president who has lamented the Canadian system is "unfair" to US dairy farmers. "The word that continues to block the deal is m-i-l-k", Kudlow said.
Canadian negotiators are under pressure from the country's dairy lobby not to concede anything amid a tight election campaign in Quebec, home to half the country's dairy farms.
A USA official told Reuters on Thursday that Canada needed to move further on dairy. "We will not stand for this". He claimed that whenever he threatens such tariffs, negotiators from other countries surrender to his desires: "We'll do it!"
Recent reports suggest that Canadian Prime Minister Justin Trudeau may make some concessions on the dairy front, such as opening up access to the Canadian market for USA farmers.
But, of course, overseeing American trade relations with other countries is part of Congresses' job.
