Haley provided no substance about how Russian Federation interfered or what specifically it objected to, but it is assumed Moscow opposed being implicated in possible United Nations sanctions violations.
The US Department of Treasury blacklisted Russia's Volasys Silver Star company located in Vladivostok in terms of sanctions against North Korea, the US Office of Foreign Assets Control (OFAC) reports on Tuesday. "The full implementation of U.N. Security Council resolutions remains mandatory for all member states - including Russian Federation". The Security Council has to agree by consensus on whether to publish the report and the United States objected to releasing the amended document.
President Donald Trump met North Korean leader Kim Jong-un in June at a summit in Singapore where Kim agreed in broad terms to work toward denuclearization of the Korean peninsula.
"This is a unsafe precedent and a stain on the important work of the panel", Haley said.
Speaking on condition of anonymity, one diplomat said the amended report removed some references to Russians accused of breaching North Korea sanctions.
Nikki Haley, US ambassador to the United Nations, expressed disappointment in the panel monitoring sanctions against North Korea "for caving to Russian pressure and making changes to what should have been an independent report".
Treasury Secretary Steve Mnuchin said the sanctions were meant to stop the flow of illicit revenue to North Korea from overseas IT workers hiding behind front companies and aliases.
The US has been using sanctions to maintain pressure on Pyongyang to give up its nuclear weapons and ballistic missile program, even as it continues to engage in diplomacy.
