Moments ago, CNN's Jim Sciutto reported that Dallas Woodhouse, the Executive Director of the North Carolina Republican Party since 2015, is now open to a new election in North Carolina's 9th Congressional district.
Some voters said they handed their unsealed ballots over to one of these operatives.
It is the latest wrinkle in an election mess that left the 9th District as the last undecided House race of 2018.
State investigators can order a new election if "irregularities or improprieties occurred to such an extent that they taint the results of the entire election and cast doubt on its fairness".
"This is bigger than that one seat", Pelosi said.
His comments come as the North Carolina State Bureau of Investigation, the Wake County District Attorney's office and the state board of elections are investigating allegations that McCrae Dowless, who worked for Republican candidate Mark Harris' campaign, used absentee ballots to alter the vote in Bladen County.
Incoming Majority Leader Rep. Steny Hoyer of Maryland said Tuesday that a "very substantial question" about fraud exists and hopes state officials "get to the bottom" of the controversy.
A Democratic U.S. congressman on Wednesday called for an emergency hearing into claims of fraud in a North Carolina election where the state is probing alleged improper handling of ballots by political operatives. He was active in Bladen County in the eastern part of the district. If true, this would raise serious questions about what Republicans knew and why, if they knew anything, they failed to take action - especially since the party has claimed to be so ruthlessly obsessed with protecting the integrity of elections. In 2016, Dowless worked for a Republican primary candidate running against Harris and the sitting Republican representative that Harris would later defeat, Robert Pittenger.
In affidavits offered by the state Democratic Party, some Bladen County voters have described that people came to their homes to collect their absentee ballots, whether or not they had been fully completed or sealed in an envelope to keep them from being altered.
The state Board of Elections has twice declined to certify the outcome in the 9th District and now plans to hold a hearing on it later this month, which means a brand new election may have to be held.
Trump has repeatedly and without evidence claimed large numbers of illegal immigrants have cast ballots and raised the specter of election fraud during routine but protracted vote counts after the November 6 elections. Since 2012, when Republicans consolidated control over the legislature and governor's mansion, "what we've seen is some of the most comprehensive voting restrictions in the country", said Tomas Lopez, head of Democracy North Carolina, a voter-access organization.
Republican Mark Harris holds a narrow lead over Democrat Dan McCready.
"North Carolina doesn't allow ballot harvesting", he said. If accurate, those results would mean every unaffiliated absentee voter, as well as some Democrats, went for the Republican.
Andy Yates, a general consultant on Harris' campaign, told The Washington Post that Harris "was aware" of his firm's "relationship with Mr. Dowless and believes like I do that Mr. Dowless operated within the bounds of the law".
Bitzer also noted that Bladen and Robeson counties had unusually high percentages of requested absentee ballots that were never returned. Initial counts showed Moody to be the victor by 138 votes.
"We are not ready to call for a new election yet", Woodhouse added.
