"Mr. Putin is clearly a slow learner", Mattis said during the forum here Saturday. He stressed that Russian Federation tried to interfere in mid-term elections in the U.S. last month - the same as it did in 2016, but the American authorities will take all necessary to continue to reliably protect our democracy.
"No doubt the relationship has worsened", Mattis said about the relationship between the USA and Russian Federation.
"We are dealing with Putin's duplicitous violation of the INF Treaty", Mattis said.
He also praised Trump's decision to increase USA troop levels in Afghanistan last year, and said that "for the first time in 17 years, the United Nations believes we have hope for peace".
White House spokeswoman Sarah Sanders on Saturday confirmed Trump's encounter with Putin in Argentina in a statement, saying, "As is typical at multilateral events, President Trump and the first lady had a number of informal conversations with world leaders at the dinner last night, including President Putin".
Russian Federation continues to violate global agreements to which the United States cannot trust the leadership of this country.
"It is regrettable that we can't succeed in holding a full-scale meeting, which is long due", Putin said, adding that issues of strategic stability would be of paramount importance. And labeled him a "slow learner".
